Dr.Partha Naskar is presently holding the post of Joint Director (Accounts), Netaji Subhas Administrative Training Institute, Kolkata, Government of West Bengal, India. He earned his Bachelor Degree in Commerce from St. Xavier’s College, Kolkata, India. He also obtained Diploma in Industrial Relations from Indian School of Labour Education, Chennai. He has a BBA, MBA in Finance and M.Phil in Business Administration from Annamalai University. He was conferred with PhD in Management from the Department of Commerce & Management, West Bengal State University, Kolkata, India. Dr. Naskar has 20 + years’ working experience in Finance, Health & Family Welfare, Self Help & Self Employment, Technical Education & Training, Panchayat & Rural Development Departments of GoWB along with 6 years knowhow in private sector. He has dealt with HR Policies, Manning Strategies, HRD Initiatives, Managing Manpower Surpluses & Shortages, Recruitment, Transfers, Promotions, Pay Fixations, Seniority Issues, Pension Matters, Staff Welfare Measures and Training & Development. He is serving as visiting faculty of HR Management with Pranabananda Institute of Management & Technology under Netaji Subhas Open University, Kolkata, India. He has published and presented 68+ academic research papers in the area of Strategic Human Resource Management, Organisational Behavior, Organisational Development, HR practices, Manpower Planning in public sector, Tourism Management, Knowledge Management, Performance Management, Indian Culture, Religion, Human & Religious Studies, Change management, Leadership and Organizational transformation, and various areas and themes within behavioural sciences and human asset management in National & International Journals, Book Chapter and Academic Conventions. He has authored book titled “Human Resource Interventions in the Government Departments: Potentials in Labour, Commerce & Industries, Higher & Technical Education and Health” published by LAP Lambert Academic Publishing, KS OmniScriptum Publishing, Latvia, Republic of Moldova Europe.
